I got a call from this number today (7/22/08) and my number is on the do not call list as well. what can be done to these numbers?

Got a call. No voicemail and I tried calling back and it is just busy. This is my cell and on the national do not call list and it still got through.

Got a call from them, Sunday, 10/19/08 at 2:18 p.m. I didn't get to the phone in time because I was cleaning, and they didn't leave a message. When I called it back, I also got a busy signal.
