This is a form of harassment, called intimidation; which turns something into a legit operation to collect unpaid bills, to a fraudulent one. They can be sued for their inappropriate behavior via telecommunication. Not only a business can be sued, the can be parentally shut down for their abuse civil obedience. This is under consideration this is in fact a bill collector, and not just plane fraud, an inconsiderate person or business not willing to leave a message, due to not knowing the person they are calling, a possible form of social anxiety disorder, conduction fraudulent act via telecommunications, or the simple fact of the lack of human decency and needs to be educated with manners and respect thus may even require finding a better job to get away from a sleaze-ball company that like bugging American citizen, like an old funky version of spammers. Please keep in mind the person that is calling you may not be a bad person, but It is our duty to tell them in would be in their best interest to start looking for a job, because their company has a good chance of getting sued then hang up. This will make them upset at first, then if they have a decent bone in their body they will reflect on your words with humility, and may consider that the work they or doing is not the best career move, which will push them into looking for a better line of work that has merit and respect with their fellow community.
