I keep getting the 503 902 8131 caller over and over again. I am in Illinois. getting tired of it. Is there anyway to block a number?

Called my number a few minutes ago. Said they were John and if I would complete a 30 second survey they would make me eligible to win a prize of a 2 day stay... hung up. My number is a do not call number and they are in direct violation. They have called before. Government needs to take actions on these calls.
