This is Asset Recovery in Oregon.  A debt collector.

"Rachel Scott" answering machine tells caller to leave complete name and phone number...obviously a collection agency

Received a call from this number but left no voicemail. Could have easily been a debt collection agency, I have quite a few after me.

Called my fiancées cell phone looking for my brother. He did not identify himself as a debt collector but pretended to be a friend or acquaintance of my brother and tried to get my fiancée to provide him additional phone numbers to try.

Other have identified the number as belonging to "Asset Recovery",a collections office based in Multnomah County, Oregon.
