I tried callin gthe numver back but I get a message that the number is not in service. How do they call with an out of service number?

I just got a call too (503)864-3213, looks suspicious, didn't answer. Then google "503 area code" and 1st link this came up. Exact same number. BTW, what is this anyway?!
