That's exactly what it is.  It's how Skype gets around LD charges when Skype users call POTS numbers.  They've got similar numbers registered in other area codes.

My friend calls from Luxembourg.  The last call showed 503-476-3687, which on lookup, was for LLM Services, Newberg, OR.  My friend uses Skype to call, so maybe it is some sort of line management service.

Received a transferred voicemail from Harvey Austin, stating that my immediate attention to a pending legal action matter is required. If I am unable to return his call, then I should have an attorney call him back, as I am going to be pursued in this legal matter. (This is a violation of the Fair Debt Collections Practices Act aka FDCPA to leave on a voicemail where someone other than myself received this message.
