It's a debt collector.  If you call them back they can look up your phone number and confirm if you are or are not who they are looking for.  If you're not the right person they should stop calling your number.

They call everyday, today  it was 10 calls. They never say anything, just silence on my messaging. I have complained to the phone company, blocked the calls and they still get through. What should I do?

They have called several times. Do not leave a message on voicemail. Am on the "no call" list, but they can call anyway. If they don't leave a message, they don't deserve a response. Ignore them and whatever you do, don't answer the call. They are probably trying to sell something
