Call constantly, was told no but they do not give up! How can I get them to stop calling??

I keep getting routine calls from this number and various extensions of this same number. I don't even know who is calling me. I try calling the number back and I always get a busy signal (I use a different phone to call them back on).

These people called my phone and didnt leave a message if its important leave a dam message I dont pick up for SOLICITORS.
