ASPA shows on caller ID and stands for Arkansas State Police Association, but it is not them calling. It is a hired telemarketer who keeps the majority of the money as "expenses". Charity only gets a small percent. Please see this article from a knowledgeable source regarding said Telemarketers:

Do not be fooled. They are out for themselves. I asked them on four occasions to remove my name from their list and they continue to call. The idiot who just called was rude and an absolute a - - hole. They sometimes use different numbers.
