I get these calls every once in a while. I work from home, so here's some of the fun I've had with these idiots.
First, don't answer if you don't recognize the number on caller ID, then go online and make sure complaints about the scammer's number are being posted at one of these websites like 800notes.com.
Then, put the scammer's number in your phone's contacts/phonebook, use a special ringtone to alert you when they call, and:
1. Answer but don't say anything, they get mad and eventually hang up, OR
2. Answer but repeatedly press buttons on your phone's number pad, it really ticks them off, OR
3. Answer, but put the phone to your stereo speaker and blare the music, OR
4. Answer, but mess with them by giving a bunch of fake/bogus info about yourself, OR
5. Block the scammer's number all together and never deal with them again, OR
6. Put the scammer's number in your contacts, set the ringer just for this scammer to "Off" When they call, the phone's ringer won't sound at all and you won't even know they called, OR
7. File a complaint with the FCC at fcc.gov (once the gov't shutdown is over).
If enough people start messing with these idiots, they'll stop the constant calling.
