They are calling to get me to (re) subscribe to the Chronicle newspaper
"Circulation Technicians".

They are a phone_for_hire marketing sweat shop.
Since I have done Biz with the Chronicle recently it makes it legal for
them to call despite being on DNC but I don't like it and there is
no way I can reward this behavior and renew my subscription with them
even if I did want the paper again.
The calling company does not care about your frustrations or
satisfaction with the company they represent that day so it does
not matter if you are unhappy they called.
They must be using call bots that detect can tell if you have
answered by detecting a word and then a pause. The robot will
then alert a live operator. If the robot
senses a continous talk then assumes it is an answering machine
and does not alert a live person.
This way the telemarketers don't spend all day calling and only talk to
a live person.
Try this next time:
Change your greeting to say something, then pause a second or so
before telling the callers to leave a msg. From then on if a robot calls and you don't pick up you will get voicemail msgs. from the operators that say: "Hello?", "Hello?" and then hang up when they
realize the robot routed them to your voicemail machine instead of a person.
At least you get to waste their time too!
