Obviously, you are too young to remember the days before the DNC when phone company telemarketers called you every night at dinner time trying to get you to change your long distance service provider. Or you don't bother to read the "Latest News" section at the right side of this blog.
The DNC list is a law, not an electronic device that prevents people from calling you. All the DNC can do is provide enhanced civil liability and/or criminal penalties to those who break the law. But you have to catch them first and report them.
In the meantime, consider going to http://www.fcc.gov/complaints and pressing the radio button at "Telemarketing, Prerecorded Messages, Caller ID Spoofing, and Do-Not-Call." Then click on the "NEXT" button to start filing a complaint.
Ignore the people who claim that the company calling is a non-profit corporation. There is no proof of that other than their say-so. Let the FCC find that out for you. But be a bit patient. The FCC isn't your own personal police force ready to spend tens of thousands of dollars on your own behalf just to keep you from being bothered by a single caller that they have to track down and investigate. But if they receive enough complaints in the aggregate about a particular caller, they may find it worthwhile to take action.
If it makes you feel better, you can also complain to the Better Business Bureau, but they can't take any legal action against them because the company is not registered with them. They *do*, however, get an "F" rating from them:
