These people claim to "get you the best rates" for cable, Internet, phone, and electrical services. The person who called me identified himself as Victor Rodriguez and said he worked for Home Solutions and did not know their business address. The caller ID said "Call Track" and although the number is from the Dallas area, he claimed to be located in the Houston area. They try to sign you up for various providers (one he mentioned was TXU Energy). He carefully worded his reason for calling as "providing you with the best information for the lowest rates" instead of admitting to selling anything.There were many voices heard in the background on other calls. I'm guessing they dial several at once and start talking to the first person who answers, dropping the other calls. So that possibly explains why some people report no one on the line after they answer the call.
