Caller Unknown. Rang twice and they hung up. They called on my cell phone which is a number I never give out.

This number called @ 9:58 EST 7/20/2015 I called the number back and the phone company service recording says " you have reached a non working number."

I would guess this was one of those 'validation calls' that preys on people goofy enough to call back an unknown number and say "You called me?"
It's never a good idea to call back numbers you don't recognize.
