Caller ID listed this number and Eugene Oregon. I let my screeching fax machine answer the call.

This phone number belongs to a public utility named CallerID4U, Inc., which is run by Paul Maduno and Luis Martinez.  They have entered into revenue sharing agreements with telemarketers who make illegal unsolicited telephone calls.  They profit directly from these outbound unsolicited telephone calls.

This appears to be a clear violation of a number of laws, including 16 C.F.R. §310.3(b) of the Federal Telemarketing Sales Rule.

Next time they call and every time after that I am going to blow my police whistle in their ear!!!  We will see if that stops the jerks!!!!!

The Federal Do Not Call list is a joke.  It worked when reasonably ethical companies were telemarketing from land lines.  With throw away cell phones, hmmmm - not so much.  I just take the call - then immediately hang up.  This gives me less aggravation - but since so many are recorded calls on automatic dial, it sure doesn't stop them.
