No one gives out the information. However, if you pick up the call and get nothing, that's a company that does sell active phone numbers to scammers. How a robodialer works ... it starts with 415-555-0000, then it dials 415-555-0001, then it dials 415-555-0002, then it dials ... you get my drift? It will inevitability get to your number. The calls you get that a person or recording is on the other end are the result of the first cold calling by a prior company.

Only law abiding companies adhere to the DNC list. Criminals do not. It doesn't make any difference if you are on the DNC list or not; you will get these calls. You will not get calls from real charities or legit companies that you have not already done business with.
