These folks are criminal scammers ... and there is nothing that you can do about it.  They won't take you off their list, they won't be polite, and they won't stop calling.  So far as I can see, there isn't anyone who is stopping them.  Reporting the numbers (which tend to be spoofed) .... yields no results.  It also isn't possible to block all of the numbers that they use.  The ONLY thing that would stop these folks from continuing, is for folks to stop answering the phone when calls come from an unknown number .... or, for folks to stop falling for the scam.  Otherwise .... the calls just keep coming and coming (we have received hundreds of these types of calls ).

Thes folks are calling me and I am listed on the do not call list. I want it to STOP!
Not sure why they are calling me. I pay my bills and have an excellent credit rating.
