L7-Scvc Call seems to refer to the carrier, not the caller. You see it when you get called by a customer of Layer 7 Hosted VOIP Services (based in San Diego) and they have not bothered to set their own Caller Id information. 86 differnt pages at 800notes.com refer to them.
They seem to be used by many spammers (or perhaps one robo-dialer with many different spoofed caller-id numbers)
