Caller leaves white noise voice mail message that lasts about 30-35 seconds, and then hangs up.  Second time they've done this to me, I don't know who they are and I don't answer numbers I am unfamiliar with.  If they don't feel it's important enough to leave a message, it's not important enough for me to talk to them.
