This phone number belongs to a public utility named CallerID4U, Inc., which is run by Paul Maduno and Luis Martinez.  They have entered into revenue sharing agreements with telemarketers who make illegal unsolicited telephone calls.  They profit directly from these outbound unsolicited telephone calls.

This appears to be a clear violation of a number of laws, including 16 C.F.R. §310.3(b) of the Federal Telemarketing Sales Rule.

Calls home repeatedly even though we are on the "do not call list". Appears to have a recorded message because they will not speak to me when they call.

Home alarm scam.  It's a robocall, but not just a plain pre-record, but something a little more voice-responsive.  Let her run her spiel, and when she asked for my birthdate (presumably to do a 'utility check' to verify I own the home), I asked what the name of the company was.  She then pretty much hung up on me.  So, this has got to be a scam.  No reputable company would be upset if you asked their name.

Pretty funny, since any halfway curious customer would ask at least something, and if they get upset at that, then they are going to lose a lot of potential calls.  So answer the call, let them spend as much time talking with you as they can tolerate, and let them lose business.
