just got a call, went to voice mail, said I had several outstanding issues, and needed to call them back. Do not know anyone in Washington state.

Called saying I had 4 serious allegations pressed against my name and I'd be arrested by the local sheriff. I needed to call them back before any further legal actions happened.

I just got a call from the same number saying the same thing. Think its a scam

No company name +  threats of arrest = SCAM.  Was your name even stated??  Phone calls, emails, & faxes are NOT official notification.
