No there isn't.  These people are most likely located in India and beyond the reach of US law.

No reputable lender is going to loan you money over the phone or e-mail.  Advance fees for loans are illegal in most US states.

Peter Blake kept asking for money down for this loan for 3000 and I told him that in the US they don't do that so he told me to F off and come blow him, those are the nice words for it!

they got me too. After sending 130 dollars to prove I can really come up with the monthly payment I was told that there was a red flag from the i_r_s attached to my name and that the money could not be sent to my account until I paid$900 to have the flag removed. They said they're talented team of attorneys felt sorry for me and would pay half so I just needed to send 450 more dollars they would remove the flag and then send my loan plus the 450. I advise them I did not have 450 to send at which point they offered me a Western Union option which I had to pay 10% of the $3000 loan up front so if I send $300 they could Western Union me money instead. I refused and ask for my 100 and $30 back. I'm still waiting on a call back. Called from a different number and Peter Blake answered heard my voice and hung up immediately.

your state attorney general's fraud office, and YMAX Corp., since it is probably an individual overseas with a MagicJack calling the US for free.  YMAX Corp. is a captive, wholly owned subsidiary of MagicJack and administers blocks of numbers that are assigned to individual MagicJacks.  YMAX Corp. accepts subpoenas for abuse of their lines, divulging who registered the MagicJack device (although that may be of little help in capturing them) and can permanently disable individual MagicJack devices.

It is very unlikely that you will get your money back if the caller is an individual overseas scammer, though.  And he can always get a new MagicJack if his gets shut down.  But if people remain passive and lazy and don't report this THEMSELVES to the proper authorities and phone companies, it will NEVER stop.  And you will be hit again and again and again.
