Got a call saying US treasury. Said it was urgent.I called back. They wanted my phone number. I told them I was not comfortable giving the number over the phone. He angrily said "Thank you. Enjoy getting arrested." and hung up.

Yes, most likely it is.  IRS scammer calling from India or Pakistan.  Ignore them and block their calls.
