It is a Los Angeles phone number linked with a Nigerian date-scam.  The person who is currently "out of the country" will get friendly with you - and upon their "return" to the US, they will come up with an emergency requiring the victim (you) to send funds.  The number is used to make it appear the text messages are legitimately coming from the person "out of the country".  The number will be soon inoperable, they will be foolish to continue using it.

Just got it today from a girl who was just too hot, so it's still being used. I'm always suspect when I get a number right away so I came here to check. Thanks for the head's up!
