These calls are a nuisance and an invasion of privacy. Does anyone know how to enforce the DO NOT CALL LIST?

Someone with a very heavy accent just called me from this number. When I told him I wasn't the person he asked for he asked who I was I told him my name, said I don't know the person you are calling for and I'm waiting on a call. He said okay I love you. I just hung up. Very strange.
