This number leads to a collection agency doing the payday loan scam.  They leave a phone message claiming to be from the local county clerk's office, saying that you'll be arrested.  In reality, even if the debt was legit, you cannot be arrested for that.  (See the FCC's page on the Fair Debt Collection Practices Act for more.)

Their mailing address is, with the caveat that mail tends to come back "addressee unknown".

The FCC does not have jurisdiction over debt collectors or the FDCPA. That's the domain of the FTC and CFPB. The links from Tamianth in early April will confirm as much.
