I had exact same experience from these [***]. I actually tried to talk to them 20 times before I actually spoke to a human. Well I say "human", actually a low-life s o b. he told me I had to pay them and I have no outstanding bills at all. I could tell he was an uneducated liar, as I quoted some facts about anti-harrasment laws, and he told me there are no such laws. I called my home phone co which is Comcast, and they told me how to block numbers by dialing *60 then the menu tells you what to do-enter number, turn svc on,etc. However, this will only work for Comcast customers. Hope it helps some of you at least.
