Just got a call from this number. I didn't answer and they didn't leave a message. How do we stop these annoying calls.

These calls can only be stopped by motivating do-nothing politicians to pass a law that would make phone companies block such calls. Hell will probably freeze over before that.
This would be another excuse for phone companies to increase their ridiculously high rates.
