If you cannot call back, then the number is spoofed and the caller should be treated as hostile.

Guy named Brian said hi Jessica it's brian from your magazine company. Odd because I don't have ANY magazine subscriptions nor have I had any for about 7 years. When I asked what magazine would that be? he said ahhh.... the one you have a subscription to. I laughed very loud and hung up.

I didn't take the call because I didn't recognize the number. I've also received a couple of other calls recently with a different area code and did not answer them for the same reason.

Got a call from this number asking for me. When husband called me to tell me I had a phone call, they hung up. Sounds like a sham to me. Tried to call the number back, and call can not go through.

That is not necessarily true. There are legal "outgoing only" numbers. If they are legal numbers however (in Canada) they are required to give you a TOLL FREE call-back number upon request (at least for telemarketers).
