caller called on august 19, 1009 around 430pm but when i answered there was no background noise or breathing or voice just silence...so i hung up

i just had a call from this 577 number an hour ago (830pm) and at first there was silence but then there was a machine voice saying "please press one to complete your call"

If a number calls you, then why would it ask you to complete a call?
