These phone calls are illegal, regardless of the FTC definition of a telemarketer, if the calls are robocalls. If a recording plays when it is answered, it is an illegal call (unless it is expressly a political call, in which case the recording would disclose this, as would the caller ID).
Even political robocalls are illegal in some states.
Any survey call that suppresses or spoofs the caller ID or that does not specify the name of the company is an illegal call. For instance, "RSEARCH STUDY" is an illegal caller ID if that is not the name of the company making or sponsoring the call. If the phone number on the caller ID cannot be used to contact the caller, then the survey call is also illegal.
Survey calls are illegal when a caller has been told not to call the recipient of the call again. Any repeat call to such a phone number is illegal because they are required to maintain a company-specific DNC registry.
