416-342-8786 is NOT calling out to people, it seems as if a tele-marketing company has left this phone number as a call back number (it happens to be a 911 emergency line in Alberta).  They are using this number in their automated dial out system.  This phone number is not calling out to customers, it is an inbound phone number only.  This number is being selected as a call back/call display number that quincidently a 1-800 company is using out of choice/human error.  This is an emergency line, and it ties up the lines for real emergencies.
