They call at least once per day and when answered they put the phone down or hang up! What can we do?

I get at least 1 cal evry day from this number.When I answer I get an operator mesage dat I am suposed 2 hang up wen I hav finishd my cal???

Called at 830pm. No answer. Hung up.
This number is a landline, name is blocked. Is in Toronto probably around keele and Lawrence area.
