I called back the 415-952-5222 number and it was transferred to a google voice number to transfer to a person.  No one answered and the prompt said "the google voice number you called is not answering"

This is part of a legit service that verifies you are giving a legit number for nextdoor.com.

Yep, nextdoor.com. I connected with them and they called to give me a verification code, thought it was more telemarketing scum, but it was my own doing!
