An update. This might have been Two Degrees Food. Going on my Blacklist either way.

I answered.  Dead air on the other end.  Hung up, dialed back.  Got:

"Hello.  Please state your name, and global services will try to connect you".

Stated some [***] name, then pressed #.    Rang six times, then:

"Google voice [something something] can't connect you. Please leave a message ..."

So it seems these guys are re-directing calls through a google phone number proxy.

"Dear resident.  To help improve your indoor air quality … bla, bla $59.95 to clean your air vents.  We'll throw in a dryer vent cleaning  and a furnace inspection for free.  Bla, bla.  Press 1 to speak to a representative and 2 to be removed."  My number is on the National Do Not Call List, has been on for years, this call is selling a commercial service, and we have no existing business relationship.  This is a violation and will be reported to the FTC and the FCC.
