Caller asked for entire list of telephone numbers and owners of businesses of this commercial building. Gave email address as peggyliang@sfgov.org for reply. Appeared Asian accent, 20 to 25 yrs old. Called twice. I confirmed with San Francisco City Hall's 311 Customer Service that no such person and no such number in SF City Hall.

The city phone calls (dialing out) go through some digital routing where only a few numbers show up as the caller ID. None of those outgoing numbers can take calls in. An employee of the City and County called you from their desk extension number and it showed up as 415-522-0244.

100% agree.  I just missed a phone call from 415-522-0294. When I called back it said it was a non-working City of San Francisco number.  I am working with the City and County on an ongoing issue.  When I called back the assessor employee he confirmed that he had indeed called me.  Their phone system calls out on numbers that can not be called back.  Strange but not fraud.

Called my cell phone THREE TIMES, but did not leave a message on any of those occasions.  Probably a marketing call.
