There is a widespread IRS or "tax scam" being  practiced by scammers on both Canadian and USA residents.

Short answer:
The IRS never initiates a contact via phone.
They always send a snailmail first.

Leaving a message. In email as well, using Batch number. 682 claim going to garnish your bank account, they are the IRS called then at this number 4154137921, make it so bad, I don't owes tax, who is these people scamming and threaten to go into your account and how could they when no number issues or leaving a name who they is, just using the IRS name, claiming to be audit 2012 _2013 and also say claim they spoke with you and did a payment plan.

I just got one of those emails and I do not owe taxes do not call these people back.
