I've had the problem with this number for the past two days. Last time I answered I immidiately accepted the call and said, "The job is done but there is blood everywhere!". They hung up on me and I have not recieved a phone call from them since. But if some of you were wondering I also did some research and found out LD was right. They want you to be set up on a payment plan for money that you "owe". I'm with Boost Mobile and when I called them and asked if they sent my information to a collection agency called SmartPay they simply replied, "We don't give out any of our customers personal information. If you owed us money we would contact you directly and just end your cell-phone service if you chose not to pay." I don't know how this SmartPay company gets phone numbers but you don't owe them anything. They're just another fake complany trying to scam people.
