thinking its an irs scammer

This number from San Francisco calls me every day and leaves a message that is virtually unintelligible and does little but give the phone number and threatens "legal action". The message is computer generated in a woman's voice, but with a horrible accent that is difficult to understand. Probably a scammer, but I'm not about to respond.
