Be nice to those folks at the FCC who work the Do Not Call list; this kind of call uses a spoofed number and may be coming from anywhere; they are difficult and expensive to track down.
What you should do, however, is contact your congressional representatives and tell them that you want Caller ID spoofing to be made illegal, and you want the FCC to be funded adequately to enforce that rule. Since you probably don't contribute millions to your Senators and Congressmen/women, though, you probably won't get anywhere, but make it clear that your vote hinges on this. Those folks in Congress can be bought, yes, but they can't do anything if they're not in office. Your vote matters.
