CID: San Rafael CA. Audio typical of machine dialer. Said "Hello", but no response from machinery, so I said "Hello" again louder, hoping the voice detection apparatus would hear me. Further silence and then two beeps at same frequency. Then I disconnected. I have a new theory that there is a lower tier of activity at a lower fee that collects and sells information regarding warm bodies who pick up the phone when it rings. They sell that list to whatever scammer is planning a campaign for the day, operating at a higher tier and fee, especially if they employ high-cost humans. This first round of machine dialers provides a "hot list" for the second round so the humans have less downtime due to waiting for the machinery to find the next "live one".
