This is a local (Milwaukee) number associated with the IC System collection agency.  See also 202-870-5891.  They never leave a message.  What I don't understand is:  why are they not going after the actual deadbeats?  Why are they bothering people who don't owe anything to anybody?

You are being called by foreign criminals using high speed internet, voip, a few dollars in software, & they are trying to extort money from Americans on fake loans. The caller ID was faked.
