Its the Fire Fighters of Wisconsin.

When I answer the phone, there is either the sound of voices in the background or someone making a loud noise. No conversation. Very annoying

How do you know 414-446-2531 is fire fighters of wi? several times I have gotten a call from this number and there is "TV" in the back ground and the person listens to me as I purposely say something stupid after 3-4 hellos then I say you must stay on the phone to listen to me since you like me. That make them hang up. but it's annoying. other times I'll sing. or just talk and they stay on for a while.

the number 414 446 2531 calls and you can hear "tv" and and close breathing. they listen so I talk to them then they hang up. I call it back and it buzzes like a fax machine.

unknown caller was on my caller i.d., 4144462351 was the number.  The call was to my "land line" home phone and there was no sound or response when I said "Hello".  I called back and got no answer!!!!!  Only a short time, but what a waist!!!
