IDIOT-DRUGGIE called during a meeting!

Called a private cell; I rejected it.  This cell has the same area code & exchange; so thought it was/it SHOULD have been a local call.  But when called back from a blocked landline got a recording saying "this call cannot be completed as dialed.'  So that leads me to believe this is an INVALID and SPOOFED number.  Just don't know WHAT scam this one is (although the scam du jour seems to be back to the tired old, worn out  'credit card interest rates' scam.)
