They called my husband saying he could get a loan up to $5,000 if he got a green dot card and put $500 on it to verify he had funds. After he did that the money was pulled off the card & all of a sudden they couldn't deposit the money into his bank. He need to go to western union n send them $400 to have them western union him the money. They wouldn't give him a license number or anything.

Sorry to say but you were SCAMMED.  It is illegal to demand an upfront payment for any loan.  Hopefully you did not send the second payment.  That green dot card is as good as cash as is sending money by Western Union.
