This number keeps calling but will not leave a message. What does that tell you? grrrr

Calls at all times during the day.  no message left and uses a variety of the last for digits in phone number.  Not currently hitting a spam list and is obviously not on a telemarketer list either.  I keep blocking numbers, but I'm about to get nasty.
