I received a call from this number on my land line.
"Hi, My name is Lindsey."
"Did you know that the warranty on your F-150 has expired?"
Me - "I'm sorry Lindsey, but I no longer have the F-150."
"I now drive a Ferrari 488 GTB."
"Thank you for your call. Goodbye."

Because:
a.  The DNC registry is not a call blocker
b.  Crooks neither care nor check  if someone's number is on the DNC list.
