Survey robocall.  The exchange 408-789-8xxx is owned by TNCI (http://tncii.com/) which provides "Hosted Voice" meaning the caller appears to be coming from a local number but could be anywhere.  I have received unwanted calls from 408-789-8653, 408-789-8613, etc.
