Caller ID indicates City of Santa Clara, rang 2x when answered no one there just dial tone..... this is not a city number some scanner

Answered the call. She said she was from Greenbay Remodeling in Concord, CA. Then gave me their real number of 925-270-3401. I reported it to do not call.
