Sounds like a scammer. If this is a client urgently trying to get a hold of me with a very hard to understand message then I figure they're not a very good client and they can call back and leave a more coherent message

I got a call from this number today (December 9, 2016).  The call came from IDC Technologies, a head-hunting firm.  This phone is not listed on their web site (http://idctechnologies.com/), but it was listed plainly in the message signature of the email that I received after the call.
